Each year, Penn State sees an increase in the number of applications from international applicants. We enroll thousands of international students from over 130 different countries. International students make up approximately 10% of all undergraduate students at Penn State, making for a truly diverse University.
International students, both first-year and transfer, have different admissions requirements they must meet, so how do you know if you are an international applicant?

International Student Classification

You are an international student if you require any type of visa in order to attend Penn State.
In addition, students applying for a green card are considered international students until Penn State receives a copy of the green card or I-551 stamp.

However, Penn State does not partner with agents to help represent the University or to administer any part of the application process. Admissions for First-Year Students

Am I a First-Year Applicant?

The majority of Penn State’s applications come from traditional, first-year students. The following types of students are considered first-year applicants (or freshman applicants, as some refer to them):
  • Current high school student in his or her senior year
  • Student who has earned a high school diploma or a GED and has no post-secondary coursework
  • Student who has attempted 18 or fewer credits (semester hours) of college coursework at a regionally accredited college/university before attending Penn State
  • Current high school student who may have enrolled in another institution(s) before graduating from high school (dual enrollment)
  • Student who may have attended Penn State on a nondegree basis

Required Application Materials

Penn State requires a number of different materials from transfer students to complete an application. Please review the following requirements to ensure you can provide all of the proper documentation to complete your application. Only completed applications will be reviewed for admission to Penn State.
For a complete transfer application, you must submit:
  • Online Application
    • Students should include details of current class schedule when completing the application, if applicable.
  • Official high school record (and/or GED, if applicable)
    • High school transcripts and GED transcripts (if applicable) are required for all transfer applicants for Spring 2018, with the following exception: If you are an adult learner and have completed 18 or more credits at a regionally accredited university, you may be considered for admission without a high school transcript by confirming your graduation from high school.
    • High school transcripts and GED transcripts are required of all transfer students accepting offers of admission to Penn State for Summer/Fall 2018. Transcripts must be received by July 15. No high school or GED transcripts are required at the time of application for any Summer/Fall 2018 applicant.
    • In order to be considered official, transcripts must be sent from the high school (or GED testing service) directly to Penn State.
  • Official transcripts from any post-secondary institution where coursework was attempted
    • Penn State requires transfer applicants to submit official transcripts from all post-secondary institutions where coursework was attempted. Transcripts must be sent through mail, fax, Parchment, eScrip-Safe, or the National Student Clearinghouse directly to Penn State from the college/university where course work was attempted.
